You have 3 options:

No active subscriptions
A valid payment method for the new region
Apple balance = 0
Option 2 — Create a new Apple ID matching the gift card region
For example:
US card → Use US Apple ID
Option 3 — Exchange the card with someone who uses that region
This is a temporary error from Apple’s server.

Wait 10–30 minutes and try again
